After talking to some guards in Garkai, it sounds like if I leave down and look along the river, I should find the bandits that did this.

I've found a camp of bandits along the river in the Nakabani, no doubt the ones that took out Edo's caravan and stole his shipment. They must have the stolen items here somewhere.
